Fireworks rules vary by location

Residents who plan to shoot fireworks this Independence Day season should check the rules for the city or county where they live, because Kansas leaves consumer fireworks discharge times to local authorities, according to the Kansas State Fire Marshal’s Office. State law still bans bottle rockets, silver salutes, M-80s and M-100s, and prohibits shooting fireworks on or under vehicles, on public roadways, within 300 feet of a fireworks stand or fireworks storage area, at gas stations, or where liquid gas, including propane, is stored. Kansas State Fire Marshal In Council Grove, fireworks may be discharged within the city limits and at Lake Park from July 1 through July 5 each year. Discharge is allowed from 8 a.m. to midnight July 1, 2, 3 and 4, and from 8 a.m. to 6 p.m. July 5. Bottle rockets and similar self-propelled devices with guiding sticks or rods are prohibited. Fireworks may not be discharged on public streets, alleys, avenues, parks or public places, except as allowed at Lake Park. The city ordinance also prohibits throwing or propelling fireworks toward people, animals, groups of people or vehicles. Private fireworks use is prohibited within 300 feet of a planned public fireworks event for 24 hours before the event and through the conclusion of the event.

Fireworks safety tips

To help the public celebrate safely, the Kansas State Fire Marshal offers the following tips for the safe use of fireworks: Always ignite outdoors Have an adult supervise all fire works activities Have a water supply nearby Light from a solid, flat and stable platform Light only one firework at a time Mak e sure fireworks debris is cooled off completely before disposing Never re-ignite malfunctioning fireworks Store fi reworks in a cool, dry place Use a long-handled lighter Bottle rockets, silver salutes, M-100’s and M-80’s are illegal in Kansas and extremely dangerous. The use or sale of these banned fire works is considered a crime under Kansas law.

USPS asks Congress for help

Postmaster General David Steiner told members of Congress on Wednesday that the United States Postal Service is facing a serious financial shortfall and needs leg islative help to continue operating under its current nationwide service requirements. In written testimony before a Senate committee, Steiner said the Postal Service is “out of cash” and is deferring payments to employee retirement funds in order to continue operations.

LETTER TO EDITOR

I find it difficult to believe that “bulb-outs” (Peninsulas in this case, street obstructions that extend from a yard right of way or sidewalk into the street) are safer than standing on a right-of-way or sidewalk despite being approved by a highway commission. There are rubber tire tracks on the “bulb-out” across the street from Garfield school. Dale Linn I am writing to correct misinformation in a recent Guest Column by Jan Koepke concerning the constitutional amendment that will be on the ballot on August 4.
